The Purpose of the Role

The Safety Business Partner will work closely with their allocated business areas to assure compliance with all applicable Safety legislation, EMR Safety Management System Policies and Procedures, and industry standards. They will also lead and support the successful execution of the EMR Health Safety and Wellbeing Plan, in order to drive continual improvement in Safety performance.

The Safety Business Partner will be the primary Occupational and Operational Standards support/contact person for their allocated function. The role will also work as part of a matrix organisation, ensuring other Safety and Operational Standards Subject Matter Expert (SME) support is provided to the business from colleagues within the Safety function.

Key Responsibilities

  • Provide Safety and Operational Standards leadership, support, and advice, ensuring business-wide upskilling in Safety.
  • Provide guidance to the business on Safety Legislation, EMR, and industry HSSE policies and procedures.
  • Act as Designated Competent Person (DCP) for Safety-related accidents or incidents.
  • Lead and deliver Safety projects and assignments as required by the business, including the underpinning project activities of the Safety Improvement Plan.
  • Lead and support investigations and provide concise, detailed reports that clearly identify the root cause(s) and effective corrective actions to avoid re-occurrence.
  • Lead and support the delivery of Safety Representatives machinery, attending local and functional meetings to ensure clear communication channels are in place and that the SMS is proactively reviewed and that the safety reps are engaged and included in the review of changes and the continual improvement of the Safety Management System.
  • Provide Occupational and Operational standards professional support and SME signposting, and lead on corrective actions required for the SMS.
  • Act as a role model for Safety leadership, promoting a positive safety culture. Ensure that the workforce are motivated and developed to fulfill appropriate obligations within the SMS and the EMR Risk Management structure.
  • Lead on the development of the Safety Culture through regular engagement with designated functions. Promote positive safety conversations at all levels to ensure that the SMS is continually developed to support current working practices within the risk management structure.
  • With the Operational and Occupational Standards and Compliance Manager, support the ongoing development of the SMS for the designated function, including the design and implementation of underpinning policy and procedures that ensure legislative and industry standard compliance.
  • Liaise with the Safety Risk and Change team to ensure that the EMR SMS reflects safety practice and ensure that the risk profile is updated with all safety documentation controlled centrally by the Safety team.
  • Coordinate and, in partnership with the designated functions, management actions and initiatives ensuring conformity of communication and the wider business Safety agenda.
  • Ensure key safety messages and changes are communicated in line with the engagement plan defined by the Safety Change and Risk team.

Qualifications and Experience Required

  • Graduate membership of the Institute of Occupational Safety and Health (IOSH).
  • Qualified internal auditor is desirable.
  • Safety Professional with knowledge of health and safety management within a safety-critical industry, with demonstrable experience of such a role in the UK Railway Industry.
  • Excellent Safety leadership and people management skills, with the ability to effectively communicate at all levels across the organisation is desirable.
  • Significant Operational delivery experience of the designated function, understanding of operational standards and safety legislation application. Significant experience and qualification in root cause investigation, leading and supporting incident investigations.
  • Excellent communication skills, both written and verbal.
  • Proven ability in mentoring, coaching, and developing individuals and teams.
  • Appreciation of the EMR routes and traction types.

EMR has a hybrid working policy, which is applicable for this role with time split between home and on-site working. Should you wish to work full-time on-site, this is also an option.

Whilst your base will be Derby Head Office, you will need to be flexible with travelling and working at other EMR locations to be able to support stakeholders in person as required. You will be provided with a First Class duty travel pass to be able to travel around the EMR network and work on the move.
