Lead Crime Prevention & Safeguarding Manager
This is an exciting opportunity for a strong people leader who can drive strategic objectives, influence stakeholders and lead a small but high-performing team. While experience in crime prevention, security or safeguarding is advantageous, we are equally interested in candidates who have proven experience delivering business outcomes, managing complex workstreams and building engaged teams.
About the role
Reporting to the Head of Crime and Security, you will lead EMR’s approach to crime prevention, safeguarding and protective security across the business. You will oversee the delivery of strategic initiatives, support compliance with national rail obligations and work collaboratively with internal and external stakeholders to help keep our people, customers and assets safe.
You will lead a team of two specialists, with a key focus on creating a strong, collaborative and effective team culture that delivers against business priorities.
This is a highly visible role requiring strong leadership, a team player with excellent stakeholder management and the ability to balance strategic direction with operational delivery.
What you’ll be doing
- Leading the delivery of EMR’s crime prevention and safeguarding objectives and supporting the wider security strategy
- Managing and developing a small specialist team to deliver high standards and measurable outcomes
- Building strong relationships with key partners including the Department for Transport, British Transport Police, Network Rail and wider rail industry stakeholders
- Supporting EMR’s compliance with National Rail Security Programme (NRSP) requirements and associated inspections
- Driving initiatives linked to safeguarding, violence reduction, suicide prevention and wider community safety
- Supporting the implementation of proportionate and effective security measures across EMR locations and assets
- Providing guidance and oversight on risk, security and safeguarding matters across the business
- Collaborating with Learning & Development teams to ensure effective awareness and training programmes are in place
- Deputising for the Head of Crime and Security when required

We’re looking for an experienced manager and leader who can bring people together, drive delivery and influence at all levels.
You may come from a variety of operational, safety, compliance, safeguarding, public sector or regulated industry backgrounds.

- Experience leading and developing teams to deliver against business objectives
- Strong stakeholder management and relationship-building skills
- Experience managing multiple priorities and delivering strategic workstreams
- Confidence operating in a complex, fast-paced environment
- The ability to influence and communicate effectively with senior stakeholders and external partners
- Strong organisational, planning and problem-solving skills
- A collaborative and proactive leadership style
Experience within crime prevention, safeguarding, security, policing or rail is beneficial but not essential.
