Control Operations Delivery Manager

East Midlands Railway is looking for an experienced and dynamic Control Operations Delivery Manager to lead our Operations Control team within the East Midlands Control Centre (EMCC).

This is a critical leadership role at the heart of railway operations, responsible for ensuring the safe, punctual, resilient and customer-focused delivery of train services across the EMR network. Working closely with Network Rail, operational teams and industry stakeholders, you’ll help foster a culture of operational excellence and continuous improvement within an integrated control environment.

What You’ll Be Doing

As Control Operations Delivery Manager, you will:

  • Lead and hold overall responsibility for the Operations Control department, ensuring safe, efficient and successful day-to-day service delivery
  • Develop and deliver the Operations Control strategy in line with the direction set by the Head of Control, including delivering on people, process and system change initiatives
  • Provide strategic leadership and direct line management to Operations Delivery Managers, ensuring effective real-time management of train services, rolling stock and train crew resources
  • Collaborate closely with cross-functional delivery managers, other train operating companies and Network Rail Control counterparts to support operational performance and service continuity
  • Ensure operational readiness for extraordinary events, including industrial action, emergency timetables and extreme weather, through effective contingency and continuity planning
  • Lead the development, maintenance and communication of operational contingency and business continuity plans
  • Represent the business at industry, group and internal meetings and steering groups relating to operational service delivery, timetable changes and wider business projects, programmes and change initiatives
  • Ensure incident management, contingency and recovery arrangements are effective, fit for purpose and aligned to KPI targets and business objectives
  • Lead and contribute to incident reviews, embedding lessons learned, continuous improvement and industry best practice into operational processes
  • Oversee the development and implementation of operational, safety, customer experience and commercial policies and procedures affecting the Operations Control teams
  • Maintain accountability for the Control Manual and Professional Controllers’ Handbook (Operations), ensuring alignment with business and industry standards and consistent application across the Control team

Ensure operational standards, procedures and briefings are regularly reviewed, updated and communicated effectively across the department.

About You

We’re looking for a resilient and inspirational operational leader who thrives in a fast-paced, pressurised environment.

You’ll ideally have:

  • Excellent leadership and motivational skills, developed through substantial experience within an operational, command and control, or railway environment
  • Educated to degree level or able to demonstrate equivalent relevant experience
  • Extensive experience in railway operations or a comparable operational sector
  • Extensive knowledge of the EMR network and surrounding route geography
  • Knowledge of railway IT systems, including CCIL, DARWIN, TRUST, Integrale, TMV, Compass and CIS systems
  • Excellent financial, numerical, literacy, presentation and IT skills
  • Proven track record of successfully delivering on objectives and KPIs within tight timescales
  • Strong analytical and numerical skills, with the ability to interpret data and develop effective strategies
  • Demonstrated experience of negotiation and influencing at all levels
  • Resilient leader with a professional and calm approach, able to perform effectively in high-pressure environments
  • Self-motivated and proactive, with a proven ability to initiate and drive activity independently
  • Demonstrable problem solving, project management and team leadership skills
  • Extensive knowledge of emergency and incident response working arrangements, including JESIP principles and the JDM model
