About The Role

Eastern Routes Capital Programmes sits at the heart of Network Rail’s ambition to deliver a simpler, better, greener railway. We are responsible for developing, planning, and delivering major investment across the Eastern Region, one of the UK’s busiest and most complex rail networks, covering key routes from London across the East and into the most northern areas of England. We turn strategic investment into tangible outcomes: modernising infrastructure, improving reliability, and supporting passenger growth and freight capability. Our work directly impacts millions of journeys every year and plays a critical role in supporting economic growth across the region. We manage and deliver a multi-billion-pound portfolio of investment, spanning renewals and enhancements across track, structures, signalling, electrification, and major station programmes. Our teams work closely with route businesses, integrated railways, suppliers, and government to ensure that investment delivers safely, efficiently, and with long-term value for the railway.

Our Information Management (IM) and BIM team plays a critical role in delivering safe, efficient, and digitally enabled railway infrastructure projects across a diverse portfolio in Eastern Routes Capital Programmes (ERCP) business. Working collaboratively with project delivery teams, engineering disciplines, supply chain partners, and asset management stakeholders, the team ensures that information is governed, structured, and managed effectively throughout the entire project lifecycle. The team is responsible for implementing industry best practice in Information Management, BIM, and digital delivery, ensuring compliance with organisational governance, standards, ISO 19650, and client requirements. Supporting projects from early development through design, construction, handback, and asset operation, the team drives improvements in data quality, information assurance, collaboration, and digital transformation. This role offers the opportunity to work on some of the most significant infrastructure investments in the region, influencing how information is managed and utilised to deliver better project outcomes, improve decision-making, and create lasting value for the organisation and its customers.

Job Purpose

The Information Manager is responsible for leading and assuring the implementation of Information Management and BIM requirements across assigned programmes and projects. Acting as a subject matter expert, the role provides strategic guidance, technical support, and assurance to project teams and suppliers, ensuring that information is planned, created, managed, and exchanged in accordance with organisational standards and contractual obligations. You will have a focus on the northern part of projects portfolio delivery and line manage two Information Controllers. The role works closely with project managers, design teams, contractors, and operational stakeholders to establish effective information management processes, lead Common Data Environment (CDE) establishment, implementation, availability, and continuous improvement, monitor information quality, and support successful project delivery. Through collaboration, governance, and continuous improvement, the Information Manager helps maximise the value of project information, supports regulatory and business requirements, and enables the efficient transition of information into operational and asset management systems.

You will define project information requirements, embed BS EN ISO 19650-aligned ways of working, assure BIM Execution Plans, and promote effective use of the Common Data Environment. This is an opportunity to shape how information and asset data are managed across a major infrastructure programme, improving collaboration, reducing risk and rework, and enabling efficient project close-out and handback. You will also provide professional leadership, coaching, and practical support to internal teams and suppliers, helping to develop consistent, proportionate, and continually improving Information Management practices.

Key Accountabilities

• To support Eastern Routes Capital Programmes BIM Programme Manager in the development of technical and technological solutions and strategies that improves or enhances the methodologies and working practices for managing project information.
• Identify the ‘customers’ project information/BIM/Asset Data/Collaboration requirements within ERCP, as well as other stakeholders within Network Rail. These requirements will support project delivery and hand back whilst mitigating risk.
• Prepare project or programme specific ‘Employers Information Requirements’, whilst providing projects with the relevant existing asset data to support the early stage of works, mitigating risk and rework.
• Establish and maintain regular interfaces between Projects, Programme, and other Network Rail stakeholders in respect of all matters concerning the delivery, production, and exchange of project information and asset data, with the aim of improving project delivery and close out through collaborative engagement.
• Manage the team structure that provides the processes and procedures for the production and management of project information and data delivery to the required standards.
• Provide leadership and support in the management, production, delivery, governance, and assurance of the regions projects’ requirements for information so they meet all Programme and Network Rail requirements.
• Communicate the requirements for delivery and production of project information to Contracts & Procurement for inclusion in contract documentation, with the aim of providing clarity to the supply chain on client Information Management requirements.
• Manage and promote the provision of the Common Data Environment to effectively support the needs of the Projects and Programmes, whilst promoting a collaborative culture.
• Provide professional functional leadership for information management within ERCP, in accordance with policies set up by the Engineering function.
• Review and advise on project or programme specific BIM Execution Plan, providing assurance that the approach will satisfy the project requirements.
• The provision of education, training, and support relating to the production and delivery of project information to both internal and external teams.

Essential Criteria

• Detailed knowledge and experience of Information Management Systems (such as Bentley AssetWise/eB and Projectwise, Sharepoint).
• Broad knowledge and understanding of BIM processes and standards, e.g. BS EN ISO 19650.
• Thorough knowledge of railway infrastructure design, construction, operation, and maintenance.
• Strong evaluation, leadership, and decision-making skills.
• Experience of leading the establishment of project data standards, methods, and procedures required to support the collaborative production of information.
• Working knowledge of 3D CAD design/modelling applications, preferably Microstation.
• Ability to build and maintain effective working relationships with key stakeholders and suppliers in a contractual environment.
• Demonstrable experience of bringing different people together; promoting working as one team.
• Demonstrates a passion to deliver and motivates others to work at their best.
• Demonstrable ability to work proactively through complex issues.
• Demonstrable experience of thinking through the cost, business priorities, and customer implications of their decisions.
• Demonstrable skills in initiating and building positive working relationships with customers, their team, and stakeholders.

Desirable Criteria

• Academic qualifications and/or membership of a professional body relating to a recognised engineering discipline, Information Management, or BIM.
• Awareness of financial, procurement, and commercial systems and processes.
• Ability to train, coach, and mentor members of a project team.

Salary: £46,701 to £56,963 per annum.

Your Experience And Skills

We’re looking for an experienced and enthusiastic Information Management professional who is passionate about improving how information and data are used to deliver major infrastructure projects. You will have experience leading Information Management, BIM, or Digital Engineering activities within a complex project environment and be comfortable operating as a trusted advisor to project teams, suppliers, and senior stakeholders. You will bring a strong understanding of BS EN ISO 19650, Common Data Environments, and information governance, together with the ability to drive adoption of best practice across diverse project teams. Equally important is your ability to influence, coach, and support others, helping to embed a culture where quality information is recognised as a critical project asset. You are likely to thrive in environments that require collaboration, problem-solving, and continuous improvement. You’ll be someone who can see the bigger picture whilst remaining attentive to detail, capable of leading change, improving processes, and delivering practical solutions that add measurable value.
